Affordable Housing Resources for Partners and Developers

The Town of Chapel Hill is actively seeking to partner with and support developers of affordable housing. Below is a list of financial resources available for affordable housing development in Chapel Hill. 

HUD Income and Housing cost limits

Every April, the Department of Housing and Urban Development (HUD) publishes Income Limits by region based on that region’s Area Median Income (AMI). These limits define the eligibility criteria for low- and moderate-income households, which determines whether households qualify for affordable housing programs, such as Section 8. The Town of Chapel Hill applies the HUD Income Limits for the Durham-Chapel Hill NC region to its local programs and uses them to calculate the maximum housing costs for each income level.

HUD’s Income Limits are often used to determine Housing Costs Limits, which are set at 30% of a household’s monthly income. Housing Costs Limits represent the maximum amount of housing-related costs (rent, utilities, and other mandatory expenses) a household should pay without becoming housing cost burdened.
